Stockton, CA. The city saw a 70 percent drop in housing value
between 2006 and 2009 from a speculative rise of three times the
value over 1998 to 2005. The result has been high foreclosure
rates, phenomenal unemployment and nationally high crime rates.
The city declared bankruptcy June 28, 2012.
Stockton’s 291,000
residents reflect a mix demographic base: 40.3 percent Hispanic,
22.9 percent white, 20.7 percent Asian and 11.5 percent black.
Close to a third have less than high school education. As the
seat of San Jon Joaquin County, the city has an active port
economy, a thriving cultural arts community, and promotes a
green and renewable energy economy.
The unemployment rate
peaked at 17.6 percent in November 2010. Recent USBLS figures demonstrate Stockton is
beginning to show good job growth in most sectors with the
unemployment rate at 14.5 percent in May 2012.

Packing, the city and the University of the Pacific that has a
