Dover is the
capital of Delaware, Kent County seat and the second largest
city in the state. For its 36,000 residents, most of its economy
involves the state and local governments and the Dover Air Force
Base. The city has a 37 percent African American population with
historical roots.

museums, including the Biggs Museum of American art with
colonial period artifacts. The Green, the village square of
